This download includes the Resize feature. It is only available for owners of Stitch Editor Plus and Professional Plus
To install, double-click on the file in Windows Explorer.
You may need to download the Windows Installer (Instmsia.exe) if requested.

All information on the new features is included in the Readme that is installed with the program.
